Is there a mission or story episode that start on or in orbit of Nukara?

I like mining credits and dilithium on Nukara and usually warp to Risa and travel down to Nukara. Is there a better way to get there quickly?

for fed a transwarp to K7.

The mission Skirmish, which is an old mission, located in the Available tab once you hit level 65 will transport you to the Donatu system which is very close to Nukara system. If you finish Skirmish, the next mission Spin the Wheel gets you even closer. Starting you at Drozana Staton.

To get to the transwarp option I'd recommend making the mission your Primary from the journal entry, then you click on the transwarp icon located in your mission tracker.

I believe that requires Diplomacy Tier 2 though. But yea that is a viable one.

i think all of that arc start points are down south. night of the comet starts at bepi IIRC
