Mycelial Lightning is not affected by +Electrical Dmg consoles

Consoles that boost electrical damage are not affecting Mycelial Lightning. Specifically, the [Console - Universal - Bio-Electrical Wave Capacitor] claims to grant +39.9% Bonus Electrical damage, but this does not affect the numbers for Mycelial Lightning.
