BOff Bugged In Space - Not Using Slotted Abilities

Hello. I am using the Sh’var Temporal Science Spearhead and the Romulan BOff I acquired from the Embassy and upgraded to Elite is not using the Ensign/Lt/Lt Commander abilities slotted for her in the tactical seat. The Boff is at Commander rank and the abilities are non-specialist (FAW1/APB/TS3) and every other tactical officer I seat there will auto-execute them except this one specific officer which happens to be my SRO and, as I said, my Elite BOff. My captain is Vulcan and the ship is federation aligned so she was acquired via the Embassy.
I’ve tried different load-outs, swapping ships, etc- she simply will not function in the tactical seat on the Sh’var for no conceivable reason.
This was occurring before and now after the last update on March 12.
