Crafted Omni Directional Antiproton Beam Array and Surgical Strikes

The generic crafted Omni Directional Antiproton Beam Array appears to be getting a lower than expected damage boost from all levels of Surgical Strikes. 2 Different Mark 15 Epic rarity arrays were checked on 2 different characters, with the tooltip for firing the weapon displaying a value much lower than when compared to similar Beam Arrays on the same ship. Below is a picture showing the Omni array compared with a Beam array, both equipped on the same ship, with and without Surgical Strikes 3 active.
To reproduce
Equip a generic Omni Directional Antiproton Beam Array
Note the damage provided by the tool tip when hovering over the weapon activation button
Note the damage increase provided by the tool tip of the level of Surgical Strikes
Activate Surgical Strikes
Note the change in damage of the weapon activation tool tip
Compare the new value with an expected value based on the damage increase from Surgical Strikes
So far as I can tell, this is only affecting this one specific type of Omni Directional array, and only when using Surgical Strikes, but I only have limited capability for checking others.
