Missing Tactical Level on KDF Fleet Star Base

Fleet Star Base
For this Toon only, the Tactical Level is no available in the Turbolift of the Fleet Star Base.
I have switched ships, no change. Left and came back to the Fleet Star Base, no change.

    For one of my other toons GornCK@maxck#6425, this is now impacting that toon as well.
