Sponsor issue account wide boost to tier 5 not taking effect

I have reached tier 6 on my main character and all the other characters on my account are supposed to be automatically sponsored to tier 5, but this is not so for me. At the moment I have to grind to get my alternate characters to advance in tiers and it's not supposed to be like that. I would like it if game staff could look at my account see that my main character "Kai Bei" is tier 6 in all reputations and then look at all my other characters to see that the bonus is not there. For example my characters "Michael Burnham", "Ariel", "Osyraa" are my more recently created characters and they have not been boost to tier 5. I was asked by GM Rythum to post this bug.

    I... always thought this was working as intended.

    Have I been grinding tiers on all my characters this whole time and never known this wasn't supposed to happen?

    This is not a bug and is WIA.

    This is not how the sponsor feature works. It halves the XP needed on all other toons, that is all. It does not automatically advance your other characters, and never has done so.

    Well, not entirely true.
    The XP requirement remains the same but Sponsorship doubles the XP reward from the projects.
    An unsponsored Reputation project will reward 2500 (daily) or 200 (hourly) Reputation XP when the project completes.
    An Sponsored project will reward 5000 (daily) or 400 (hourly) Reputation XP when the project completes.

    There is no automatic progression to Tier 5, as mentioned above.
