New Proton set reduces all universal consoles' cooldowns to 1 minute

I'm suspecting that it's the 3-piece bonus of the new set that reduces the cooldown of all universal consoles to 1 minute. Toons that use the set have this reduction, others don't.

Great bug though, I doubt anyone would mind if it remained like this.

Just wanted to add that it also sets all Boff abilities to their minimum cooldown.

Basically, this set bonus gives all the benefits of The Boimler Effect and Unconventional Systems - but it's even more potent. And all it requires is using these three pieces of gear, which are only supposed to get a reduction to the cooldown of the two-piece bonus power.
