Inertial Supremacy & Torpedo Spread applying debuff inconsistently.

When the Inertial Supremacy trait is slotted and Torpedo Spread is used there are a couple of bugs that pop up - or one bug that appears as two:
1) When hitting multiple enemies with Torpedo Spread only the initial target selected appears to have the debuff applied. When selecting other enemies hit by the same Torpedo Spread they do not have the Inertial Supremacy debuff applied.
2) Related to the above scenario, if you deselect targets that had the debuff applied and then select them again, the debuff vanishes. The debuff is also not applied if you deselect a target before the torpedoes make contact i.e. you're in range, you fire Torpedo Spread, you click off the target, torpedoes hit, then when you click on the same target there is no Inertial Supremacy debuff applied.
