Q Character to Creature Transformation Dialogue Options not Available on all Characters

I noted a bug when conversing with Q, across my characters, where the dialogue options that allow you to have Q transform your character temporarily into a random creature such as a Horta or Targ and back again is missing for some of my characters. Please fix.

What faction are these characters? Also, what species and sex?

The characters were of every faction Federation, Klingon, Romulan, and Dominion though the Romulan and Dominion characters were Federation aligned. Various species Catian, Reman, Human, Ferasan, Klingon and Jem-Hedar and were all male.

...Though I had some friends with the same issue on Trill, Human, Catian, Romulan, and Klingon female characters as well.

As I recall, Q will only transform you into a different creature during the Winter Event.

Nope, it used to be at every event whenever Q is present. I have characters who currently can do it during the Anniversary event and so do my friends but we all encountered issues where only some of our characters can transform and others cannot as the dialogue tree for Q does not give them the button needed to allow for the transformation.

I have the same issue too, only my oldest Fed and oldest Klingon character can still get transformed, none of my other characters can.
