All new boff abilities have the following issues:
-No global cooldown. Abilities can be used instantly one right after another. If cooldown traits like Boimler Effect proc, abilities are ready to use instantly.
-No shared cooldown category. Abilities of different ranks can be used simultaneously or right after each other, ex. Ensign, LT, and LTC rank abilities can all be used constantly, or even two copies of the very same ability can be activated without any wait.
-All versions of the ability are the same rarity, uncommon. All other boff ability rarities depend on the rank slot they are used in - very rare for commander slot, rare for LTC, uncommon for LT, and common for Ensign
-Rank 2 and Rank 3 versions of the ability both say on the tooltip they can be used in the LT boff ability slot. Rank 3 versions are LTC abilities, not LT, but tooltip doesn't reflect that.
Organic Nebula:
-Stealth stacks with other sources, such as intel team or cloak, for nearly 10,000 stealth. Maximum possible perception in game is 6300 or so, and even then only on specialized intel+pilot ships. With no shared cooldown or global cooldown, extremely broken source of effectively infinite stealth.
-The ability spawns a warp plasma cloud. This cloud is immune to damage and dies after 30 seconds. The tooltip of the ability shows this immunity and "Kill" of the entity itself, causing confusion that the user should be immune. Tooltip bug.
-The stealth effect triggers the cloaking ambush bonus, which stays up permanently while this is active. Other stealth abilities do not do this, such as those from Troyius or Intel Team.
Malicious AI:
-Hold effect lasts 15 seconds and is the same for all ranks of the ability. This is not increased by CTRLX or other skills, and not resisted by CTRLX or other skills by the receiving target. With no cooldown, this means an enemy player can be held *indefinitely*
-During the hold, only eng, sci, tac, and intel team may be activated. None of these clear the hold effect. Previous hold effects are cleared by engineering team.
-During the hold, only Obfuscation Screen and Dominion Defense screen consoles may be used. Previous hold effects allow other "escape" consoles such as fluidic phase decoupler, elachi rift jump, personal wormhole, or evasive maneuvers with invasive maneuvers trait to be used as an alternate to clearing the effect with engineering team.
-This hold is not resisted by CTRLX, so it's the full 15 seconds no matter what. Immunity to control or hold effects - such as those granted by Evasive Tactics (rep trait) or Fresh from RR, or Smuggler's Luck (personal trait) do not clear or prevent this effect from happening.
PvP has come to a grinding halt just after some great competitive matches in January between fleets. That entire part of the game is completely broken at the moment if anyone brings either of these two abilities into combat. Please repair them to work in the same way as other abilities - hold should be the same as other holds, stealth should not stack with other sources from Nebula, shared/global cooldowns must be present.

Still no sign of the devs even considering a fix on these broken abilities.
Multiple reports have gone in to support an issue. i just cant bare to even play right now because of it if im honest.
