Problems with Extirpated Remodulator

Scorpion's Abyss is difficult. It's even more difficult when the remodulator doesn't work.
My ground weapons are the TR-166b rifle and the Zeframe Cochrane Shotgun. During the mission the Borg adapted to my shotgun. I had the Extirpated Remodulator slotted into one of my device slots. The extra tab on the HUD showed up, but it was ghosted the entire time. I could not remod my weapons and the shotgun stayed adapted. Just to experiment I switched the shotgun to an energy weapon, but I still could not remod.
Is this a bug with the remodder?
