Command "PlayerSay" isn't working anymore. Ticket #1014837

I think this last patch may have broken "PlayerSay" command. I use it within a BindFile. I tried Resetting Keybind to Default, deleted both GamePref and ui_settings files, and uninstalled ARC and STO. Below is my bind file. Everything works but the "PlayerSay" command. Is there another command I could use? The /tell is not an option, it clutters the chat box.

I figure out what's going on, but I don't know why. If I change ships while I'm in a system space things go wrong.

If I change my ship in system space just before entering a team private TFO and I get a map transfer error. To resolve this I have to change maps into sector space.

Just a couple days ago I switched ships just before entering an private TFO but I got the map transfer error again. So I beem onto Earth Spacedock and got immediately pulled into the TFO. My bridge officer stations were not filled. Not just that but if you go into the station tab the bridge officer seatings for space was missing . The space where they would normally be was blank. Away team sitting was fine. To resolve this I had leave the TFO enter sector space.

Now as far as the command "playersay." If my character is already in system space when I enter the game that command doesn't work. My other keybinds work just that one command. To resolve this I have to change Maps into sector space. If change into any other map before entering into sector space that command doesn't work.
