Very rare Gorn Bridge Officers still turns to Rare Gorn Bridge Officers when commissioned. The Captain I had when I found this bug again was a Orion Female Level 25 and I got the Very Rare Gorn Bridge Officer from the Duty Officer missions.

Sharing screenshots of issues like this is always helpful.

There was a fix some time back to ensure VR Gorn stayed VR when commissioned, but it only affected VR Gorn generated by the game after the fix. Any VR Gorn from before the fix would still downgrade to R.

I've not had any issue with VR Gorn changing to R Gorn from any Boffs since the patch - are you sure this was a Boff that was generated after the fix?
