no miracle worker specialization qualification

I put 30 specializations points in the miracle worker specialization but no qualifiction.
i can't craft level 1 manuals for that specialization but only level 3 ( i did all of them)
now i got a useless specialization on a miracle worker ship...
Can't you just give me that qualification ????
even the support could not help..

You can buy (with EC's) the level one and two specialization training manuals from the Bridge Officer Traniner located downstairs from Admiral Quinn's office, the Barricks area on Qo'nos, or Ops on DS9. Once you get all the required manuals you will be able to craft the Specialization Qualification.

Also, you can just buy the Specialization Qualification - Miracle Worker off the exchange if you want it quickly. They are running around 365,000ec at the time of this post.

10 points just grants you the ability to craft the bridge officer specialisations - it is not a free item dropping into your inventory.
