Unable to contribute doffs to fleet project.

I have a fleet for one of my characters and it was stuck at the Embassy Update: Inter-Fleet Shuttle Transportation. It says Contribute Science or Medical Duty Officers and it's stuck at 5 of 91. I used Dilithium to advance it to 7 of 91 just to test it. It won't accept any officers from any other player in my fleet either. This happen to anyone else?
