Gamma Recruits Not Receiving All Admiralty Cards At Level 62

Created a new Gamma Recruit on my account.
Played through to choosing a faction.
Played on to level 62.
At level 62 got Admiralty cards for only the event ships (Xmas, Summer).
Played on to level 65 in case it was that. No new ships.
Went to Manage Ships on DS9. Nothing changed. Wiki says when you click on Manage Ships it gives you all your purchased ships as Admiralty cards.
Went to Acquire Ships. Had to manually acquire each ship I'd purchased, then unpack it, to get the Admiralty card.
I didn't have to do that on my Delta Recruit or Klingon Recruit or Temporal Recruit, all created in the last 12 months. They got all their Admiralty Cards, hundreds of them, when they hit level 62.
So what's going on? Why are Gamma Recruits behaving differently? Is it a bug or by design?

You must first choose an allegiance - easily done since that happens at the end of the Jem'Hadar tutorial.
Whichever allegiance you choose, the full mission journal doesn't populate properly until you complete that first Story Arc, ending at the mission "Home".
Once you've completed that, everything that's supposed to unlock at various levels will now properly unlock. (You've likely started using them along the way, but encountered some issues such as the Admiralty Ships you mentioned.)
If you access Admiralty after completing "Home", all your ship cards will usually auto-populate. If you access it before completing "Home", you may find you have to claim and discharge all or some of your ships to get the cards to show up.
The same thing can happen to Romulan Republic characters if you can somehow manage to level up past 52 before choosing an Allegiance!
Really I don't think you have to play even that far into the Gamma Arc. All my Admiralty cards showed up after finishing the Armistice mission and being level 65. BTW this mission also seems to be the mission needed to unlock the account bank and the event system.
Just another note, Veteran ships for lifetime members still have to be claimed from the ship vendor to unlock their Admiralty cards. That will be three tier five ships, four tier six ships. You can also claim 3 shuttles, Fed, Klingon, and Romulan.
You will have to go to the shuttle information npc repeatly to claim a token until you get all three, these are usefully as pass tokens for Admiralty missions.
Also don't forget to fly out to the Narendra system for the free Sally Ride Admiralty card.
