Cyclic Modulation Weapons not changing energy types

I have the set of the Cyclinc Modulation Weapons, the piston, sniper rifle, and the blast assault cannon. They're great for those energy ground endeavors, but since the new season. I can't seem to change weapon types. It's always locked in on phaser, i hit the remodulate button, and it won't advance to the next one, or if it does, it will change right back to phaser. Rarely can it get it beyond Plasma, let alone Tetryon, Polaron or Antiproton.
