Ranks above Ensign unavailable on Fed Aligned Romulan BOFFs

Character: Happens on all of my Fed-Aligned Romulans
Uniform: Prodigy is what triggered this, quick testing shows it happens for all/most others, including the TNG Uniforms, Starfleet 2387, 2399, Odyssey, Discovery (these ones give rank by Commbadge, but still Ensign only), Deep Space Nine, All Good Things, etc. I was unable to find a Starfleet uniform that it worked properly on, but I did not test every one.
Steps to Reproduce: Edit the uniform of any Fed-Aligned Romulan's Romulan/Reman BOFF's that have been promoted (ideally fully to Commander).
Note: The initial characters you get as part of the Romulan Tutorial all have uniform quirks, so I'm not counting these, though they have many of their own issues including not having access to most Fed uniforms, not having access to *any* Rank options on the uniforms they do have access too, and having a very limited selection of Comm Badges,
- Ranks below Ensign do appear (for the few uniforms that support the Chief rank), so to me at least it seems like perhaps as you promote your BOFF's some flag is not being switched that would give them access to their appropriate ranks.
- Romulan/Reman/Alien captains have none of these issues, and are able to wear the uniforms and select ranks properly.. I've heard that Liberated Borg Romulan Captains have issues but I personally don't have one to test.
