Concealed Repairs does not work with Enhanced Battle Cloak

Followup to the ingame bug report as requested; Details to follow.
Affected items include:
Concealed Repairs (30% heal over 10 seconds, reduction of BOff cooldown over 10 seconds)
Enhanced Battle Cloak (And all derivatives of)
Initial report noted the Terran Eagle would not trigger "Concealed Repairs" when it cloaked or when using Covert Warhead Module "Destruction of area defences".
Initial testing revealed it was only those two cloaks on the ship that failed to trigger. Tested using "Voth Phase Decoy" on the ship - trait would work as per standard - Voth Phase Decoy activates standard battle cloak.
Further testing clarified that this was not unique to the Eagle; after testing the T'varo Light Warbird Refit (Equipped with a Romulan Enhanced Battle Cloak) - Found that the exact same issue occured. Yet again, if using Voth Phase Decoy, it works in that instance.
