Metreon Gas Canisters: long cooldown and don't benefit from Unconventional Systems

Metreon Gas Canisters (console from the T5 Regent and Legendary Sovereign) doesn't benefit from the Unconventional Systems trait, which is supposed to reduce its cooldown by 7% upon using a control ability.
Also - I'm not sure this is a bug but anyway - this console's base cooldown is 3 minutes. I'm not sure whether that's correct, it seems kind of long given that all other consoles generally have a 2 minute cooldown, or even only a 1 minute cooldown in the case of some other consoles that come from lower tier ships (like the consoles from the Kumari or the various T5 Vesta ships).
