Dominion Faction - Jem'Hadar bridge officers can only wear ensign pips

On the Dominion faction, regular and vanguard Jem'Hadar bridge officers can wear Starfleet uniforms, but can only use ensign pips, even though they are all promoted to Commander rank.
This has been broken since the launch of the Dominion faction and needs to be fixed!
