Special Abilities Tray does not appear

The Special Powers Tray for using abilities such as Remodulate does not appear when prompted. This has happened for quite some time so that the Tzenkethi Kinematics power doesn't appear but I was able to put into my regular tray. The new Remodulate button simply doesn't appear at all, nor do I have the ability to put it into my regular tray. This may also affect my ability to use the exo-suits, but I haven't had a need to try yet.

I have three trays showing at all times, and I have confirmed with other players that they have the same set up and they can get the special powers tray to appear. I was advised to change my game difficulty to Elite to get the prompt to appear, and that did not resolve it. See attached screenshots.

From the pictures it looks like you have your Special armor tray toggled. On the far right of tray the bottom button has the slash through it, showing it disabled. Try clicking on it and see if the special icons show up then.

You can press "P" to open your Powers and scroll down to "Frequency Remodulate" to drop the remodulate ability into a spare slot in your tray.
