Mission Journal toggle key "J" no longer toggles?

I noticed this before the "Incursion" update arrived, but didn't think to report this 'bug' until after the patch in case there was a fix.
Anyway, pressing "J" used to bring up the MIssion Journal interface, which it still does.
Pressing "J" again used to then close the Mission Journal, which it now doesn't.
