As of todays patch I can no longer use the Fractal Remodulator, it is not available to equip on the ability tray (or right click and select use).
The Presequenced Freq Randomizer consumable devices are also bugged in that you can craft a stack of three, and can equip that stack, and select them to use on the ability tray, but only the 1st one works. Trying to use the 2nd one removes them from the tray and they can no longer be used. If you have more than one stack in your inventory the broken ones merge with that stack, then all are useless.
BOFFs are not using the Integral Freq Modulation in the Omega Force armor.
