Like the subject line says... why can't we? I'm tired of having to gamble when I upgrade a warp core to get one that can give me that extra warp factor, or a faster quantum slipstream... or both.
You might want to think about getting a reputation warp core. Yes, they are character bound, but they always upgrade with the same stats. For warp factor and faster slipstream. The gamma rep cores are pretty good.
Technical issues was the reason given on a Livestream early in the Re-Engineering launch, asapparently they're more complex on the backend than most other items and so can't be re-rolled.
Seriously though, it would be nice if we could. I don't really care for sector space or slipstream speed, but I do miss that AMP bonus on some cores, like the one from the recent event.
And of course there's not much point to having, for example, an A-->W core if your weapons are at max.
Or, vice versa, a W-->A core on an EPG science ship. That A is going to be maxed anyway, so ( A--> basically anything ) results in much larger bonuses in those cases.

Not everyone optimizes the exact same way, some like hybrid builds for example, and for that W-->A might be useful to free up some energy elsewhere. Still, it would be nice if at least some aspects of the warp cores could be customized (though I really think they don't on purpose to make the various engines stand out more).
