1) Bugs happen, and in a game that is patched every week, bugs WILL happen, that's a guarantee.
2) STO is no where near as 'bugged' as you claim, and there are numerous games out there that are far-far worse.
3) If this game was as 'bugged' as you claimed, it would have been abandoned a decade ago.
4) If the game came out as a 'paid for title' such as Cyber-punk, F1 Manager '23 etc, you'd be perfectly entitled to complain, because those games were so bugged, game-play was seriously affected. If, and when, STO has a bug that affects gameplay, you bet they'll get to fixing it....but cosmetics are NOT a priority. By all means report bugs, but if you don't, they'll never get noticed.
The dev team for STO is tiny in comparison to bigger companies. Be thankful there's a decent ST game out there that receives constant support without gouging you for cash through insane gambling mechanics just to get an extra star on a character.
This game is effectively free.....don't forget that.

All MMOs have bugs, and most or all have bugs that persist for years. SWTOR had a crash bug in the very first TFO/raid that went unfixed for years, I'm not sure if they ever did fix it. Accept that or stop playing any MMOs, or in fact most games period.
Baldur's Gate 3 patch 1 fixed 1,000 bugs. Bethesda games have fan patches that fix thousands of bugs. Cyberpunk 2077 was unplayable for many people at launch. Bugs are all around you, slithering, crawllling in your skin! BUGS!
Report bugs in the bugs forum with details and if possible the recipe to reproduce them. Devs have long to-do lists sorted by priority so there is no guarantee your bug report will make it to the top of the list. That's life. The customer is not always right.

2. As online games go, this one's actually pretty smooth. Better than, say, my brief experience with SWTOR, or a typical playthrough of Fallout 4.
