Embassy Project - Unable to donate officers

Embassy Project - Upgrade: Inter-fleet shuttle transportation. Tier II embassy special project.
Donate - med/sci officers.
It does not state what type to donate (common, uncommon) but we (fleet founder and I) both tried common and uncommon. It did not work. Also, I noted none of the officers appeared on the selection box from my ship crew to select. I was able to use Dilithium to donate in place of officers though. I also checked the other fleet projects and all the donate officers worked except this one. I also submitted a bug report in-game.
Fleet: Port Neverland (PC-Federation).

I've received a reply from the support team. Here's the common part of it (which isn't connected with me personally, I mean):
There are other players who also reported having trouble donating officers to the said project. A report has already been submitted to our Senior Game Master about this bug so that it can be investigated further.
Any updates regarding the bug fixes and news would be posted in the patch notes or forum.
