Can't claim reward from daily Reputation project, so also can't start next daily

On at least 2 characters: years-old level 65 gamma recruit Jem'Hadar doing tier 5 => tier 6; fresh TOS recruit created for this event and level 51, doing tier 0 projects for all reps.
The daily reputation projects all show as "Task Completed" but clicking on them does nothing. I can't claim the XP reward or start the next daily.
Edit: This appears to be one of two things:
- A PS4/5 client hiccup when it has been running too long (that is, suspend PS5 not turn off)
- A server shard hiccup
I turned off the PS5 instead of suspending, came back a half hour later, and it was fine.
