can't donate Doff to fleet

I have one Doff, that I just can't donate to my fleet. db7g53t957dz.jpg
when I click the donate tag all my Doff show up except Helna. She's not protected, and other bound Doff can be donated, just not this one.

    Some Duty Officers just don't show up for donation, usually because of how they are obtained. It's the same for the re-assignment missions at the Academies.

    For example, Gumarre cannot be donated and neither can the four Lower Decks ensigns.
