Breen Cryonic Ship Set still bugged

Basically, the alleged "hold procs" never trigger on this set. I've reported this bug several times.
I've tested this extensively on Tribble, with a mixture of cold ship weapons, cold space abilities, and the Symbiotic Ice personal space trait.
A Hold effect would leave behind a hold resistance buff (you can see this when the Tholian Web Spinner wears off), but this set never seems to do much of anything.
