    Uniforms are a visual indication of allegiance and the Embassy boffs are meant as exchange officers, not mercs joining an allied military, so they really should not have access to full Federation or KDF uniforms (though some of the accessories would make a lot of sense, especially since the Starfleet Delta pin doubles as the standard communicator by the time of TNG).

    They are not like Warf with his dual citizenship who joined Starfleet directly but was allowed the sash on his Starfleet uniform as a sign of unity or whatever.
    How would you see the Colony (Kentari/Lukari), as well as the Research Station (Kentari) BOFFs? Or the Jem'hadar Vanguards, that we get access to with the Gamma Quadrant bundle?
    They all have the ability to be customized & look exactly as the rest of your crew. ;)

    Since the Lukari and Kentari are protectorates of both the Federation and the Klingon Empire the colony boffs are probably not exchange officers but rather direct Starfleet and KDF volunteers (the Deferi have the same status and would probably be the same way uniform wise if they were not all but dropped due to disinterest from the playerbase).

    The Jem'Hadar are most likely a weird case. In DS9 it turns out that they are not considered Dominion citizens, but rather intelligent weapons systems (see Rocks and Shoals for a good example of that when the Vorta commander decided there was no choice except to start "damaged weapon disposal procedures" to dispose of his complement of Jem'Hadar when the supply of Ketrecel White was destroyed in the crash).

    Odo was the only founder who thought of them as people at all, and most Vorta seemed to think the same as the majority of the Founders. It is possible that a few batches of upgraded horneytoads were manufactured to send to the allied armed services as a gesture of unity, and weapons systems usually use the livery of the service they are used by, not that of the nation that produced them for export (and yes, horrible as that may sound in regard to an intelligent lifeform, it is the way the Founders thought of them in the show).
