Connie III Power Levels swapping in combat

After I put dual beams on my Connie III, I noticed that she was turning way slower than I'd seen her do before.

Then I finally noticed that that even though I had my engine power set fairly high ... Engine power was dropping way down in combat while shield power will rise high.

Once out of combat, the power levels go back to the way I had them set.

Go back into combat ... It happens again.

Leave combat ... back to normal.

Combat ... Powers change from what I preset them at.
Out of combat ... return to normal.

I did not see this during my testing, If you can provide video proof of your Ship subsystem power level presets changing by themselves that would be great.
