    Your post is way to vague. You need to elaborate. What exactly is the issue you are having ?

    If you are wanting to purchase a Tribble of Borg they are currently on sale in the Z Store under personnel tab for 225 zen

    It's simple - I Bought the Tribble of borg when it was per char - now it's account wide and i can't buy it again or claim it

    May I suggest posting this as a bug to heighten visibility of the issue.

    Been playing for 12.5 years now and the tribble of borg was never per character unlock, it has always been account wide unlock as it was the very first item i ever bought in the store back when i first started playing.
    Also you will find that its actually in the Legacy Unlock tab of the zen store for reclaim.
