Load Outs on starships still not working.

Every time I click on a different tab while attempting to set up a load out, it randomly changes the duty officer powers. I do not understand why this has not been fixed, it has been an issue since 2015. I guess that I will have to dismiss all my ships but one, it is the way I can think of to make the game playable.
