Refine Dilithium button is greyed out

The refine dilithium button is greyed out, in that I cannot refine anything even though the message, "You have refined 0 Dilithium today. You may refine an additional 8,000 Dilithium today" says that I can. I thought this only affected one of my characters, but its the same issue for any character that is near to the 10million limit.

They recently changed it so that a player cannot refine dilithium on a character that would take them over the 10 million limit and result in a loss of dilithium ore. It was in these patch notes.
