[Fixed] Console - Universal - Tholian Crystaline Interlacer, can't be equipped at lower ranks.

This problem has since been fixed.

Levels 6-11 (first tried at level 6, now level 11)
Fed - Pakled - Tactical
I got the Tholian Crystaline Interlacer at MK II, and it doesn't show a rank requirement to equip it. Regardless, I'm unable to do so, in any slot, even a universal console slot on a T6 ship.
At level 10-11, I upgraded it to MK IV, and it shows Lt Commander as the required rank but it still can't be equipped. Attempting to equip it says i do not meet the requirements for that item.
I can't equip it on a shuttle either. So it's not related to a t6's scaling locked console slots.
So there's some sort of hidden requirement that i just don't meet.
Others ingame have mentioned having the same problem.
