Temporal Replication trait with Temporal pets from new Legendary First Strike Bundle is broken

The Temporal Replication trait says for every stack of Entropy 20% chance to apply Timeline Collapse, Rapid Decay or Gravimetric Conversion on Command Bridge Power usage. I used 2 bays of Temporal pets to stack up 5 stacks of Entropy on multiple NPC's this bit works great as expected. .
Next I trigger Concentrate Firepower which should be a 100% chance for Timeline Collapse, Rapid Decay or Gravimetric Conversion. Nothing happens. Then I use Rally Point Marker nothing happens, Emergency Artillery, nothing happens. Repeated all 3 powers multiple times. While doing a pratol I did get a few very rare triggers but in a controlled test is was failing pretty much every single time.
I tried 3 different ships, multiple maps. I also fitted Unstable Anomalies and Electrified Anomalies both of which triggered 0% despite the fact the above combos should be triggered.
The idea of using Temporal Pets to place Entropy counters then use Command ships and command powers to trigger Timeline Collapse, Rapid Decay or Gravimetric Conversion is really nice. It sounds fun, but in practise its not working.
EDIT: Its commander powers not command. That explains what is happening. The two new new pets Command and Entropy its a great idea but let down by the way its been designed. It doesn't really function well enough to use.
