Basically, if you have 2 maelstrom torpedo equipped, firing them in a certain order will have the 2nd maelstrom torpedo only deal damage based on the current number of charge the initial maelstrom has (minimum 1 charge of damage).
This issue can be easily circumvented by simply just firing the 2 torpedoes the other way round.

Video shows in chronological order:
- On a empty ship, firing 2 maelstrom back to back, and having the 2nd maelstrom doing only 1 charge of damage.
- Swapping the torpedo so that the firing order is swapped, and having both maelstrom deal correct damage.
- The damage done with 2 charges for the maelstrom.
- Firing the 1st maelstrom, showing the tooltip the other maelstrom damage has gone to 1 charge, waiting until 2 charges are reloaded on the 1st maelstrom then firing the 2nd maelstrom to show it does the damage of 2 charges even though it has 3 charges.
I upgraded a 3rd maelstrom since the maelstrom that will do reduced damage is tied to the specific item instead of the order it was equipped, and see if I could equip 2 of either maelstrom that would both do the correct damage regardless of order fired and it seems that regardless of either 2 equipped, at least 1 will do reduced damage.
