Delta Recruit can not access stations for Bridge Officers after level 10

My Delta Recruit just reached level 10 and I wanted to add photonic officer I ability to my science officer. I promoted my science office to lieutenant and fed the training book to the officer. Then I changed to the Stations screen and now I only get this...


No way to change bridge officer skills. Blocks the ability to play the game almost in space.

Anyway, the above problem can be resolved by switching a different ship to your 'active' ship and then switching back.
It may additionally be necessary to beam back to the switched alternative ship first, before switching back.
