It seems like this has been happening to some people for years now and it never gets fixed, but here we go:

The Warrior's Blood and Hunter's Instinct objectives seem to get stuck at random. They have been non-functional for far more of this character's play time than they have been functional for. They both should easily have been completed by now. But they keep getting stuck for unknown reasons. They will start working again, but never for very long. This is a known bug going back two-plus years now.
