Fleet Doff Donation Bug

Hi, ran into an issue with fleet projects I thought worthy of mentioning.
While donating doffs to the fleet project that adds the shuttle to the fleet embassy, I managed to block doff donations to the project.
What happened: I went to the starbase and purchased the doffs required for the project, when I opened them approximately 50+ were placed into my overflow bag. When I then attempted to contribute them, no duty officers would appear in the contribution window. Just to confirm, these were the normal, common, doffs purchased from the fleet starbase vendor, they were not bound or set to protected, and no other doffs on the character would show in the window either. There were about 25 common sci doffs in my inventory among the hundreds of higher rarity doffs, but none of them would appear in the contribution window. The left-side tab was blank and the contribute button was greyed out. All other donation items for the project were there and worked as intended. I then switched characters to others I had in the same fleet, the donate doff button on the fleet embassy page was greyed out for those toons as well. Relogging into the game did not have any effect. I managed to finish the project using the dil donation option in the doff donation window, but only on the original character, no other toons were able to interact with the doff donation window. Too many doffs in the overflow bag maybe?
