Console - Universal - Transmorphic Containment unaffected by Unconventional Systems

Console - Universal - Transmorphic Containment, from previous halloween event, does not have it's cooldown reduced by the Unconventional Systems personal space trait. Also, Unconventional Systems does not seem to be activated by Evade Target Lock, which disables an enemy ship as part of its abilities.
