, the issue of Call Emergency Artillery (CEA) was reverted.
As of today, even after a few patches, CEA has still not been fixed on its recent issue.
Recap: As described by system developer Jonathan Herlache, Call Emergency Artillery was one of the abilities where the critical mechanic applied differently; the ability gets a critical as a whole, instead of per individual hits, even though individual hits still can get a critical hit but does not gain the critical severity damage bonus. For example, if the ability gets a "critical", and does 15 individual hits, each individual hit may or may not get a critical hit but all of those hits will do around the same damage regardless, and all will do greatly more damage as buffed by critical severity. Vice versa, if the ability does not get a "critical", the damage is greatly reduced even if individual hits were critical.

As per the video above, the Isolytic Tear (from the starship trait Subspartial Warheads) spawned initially had gotten a critical as a whole, and was doing around 12 thousand damage each, where the damage does not change massively regardless of its individual critical hits or not. The damage done by the Isolytic tear spawned later, did not get a critical as a whole, and as such was around 3 thousand damage each, regardless of its individual critical hits.

As shown in the video above, not only does each individual hits of CEA not be able to get a critical hit anymore, but the ability as a whole is no longer able to get a critical as a whole; the second CEA fired was under 100% critical chance.
It is worth noting that:
The CEA ability was buffed during the Command Specialization revamp near march 2021, it has made a bunch of command ships popular, such as the Section 31 command battlecruiser, the Dhailkhina, the Styx, quite a number of other notable command ships like the Clarke/Malachowski, Trailblazer, Courage, the recent Valdres, Rampart and a few others.
The appeal of many such ships is mostly due to its ability to slot in the highest rank of CEA which requires a commander command seating. As it stands currently, the appeal of those ships has been greatly reduced with the current CEA that is not performing well, including the recent account-wide unlocked Styx from the 13th Anniversary Bundle, which is generally seen as one of the best command ship in the game.
I believe that current way CEA is performing, it may actually be performing the same or worse than before the Command revamp.
It is believed that the change to CEA was not intended and a fix is/was imminent. This needs to be addressed; left untreated, it could be seen as a nerf (and a big one) that will possibly leave behind a large repercussion to all those that bought command ships since the revamp and the bad shenanigans that comes from such a nerf.
