Bird Cage TFO issue: Jackson and Johnson might not leave their room

The NPCs Lt. Jackson and Lt. Johnson in the TFO "Bird Cage" did not correctly leave their room. They stayed inside for most of the time, getting close enough to open the doors only a few times, making it impossible to interact with them as their doors cannot be opened by players.
