Hydra console passive is broken

Hydra console 30% boost to speed/turn/damage of targetable torpedoes does not work. It's a copy/paste of the Swarmer Matrix console mechanic that has been broken since it was introduced. Swarmer Matrix bug was "accepted" to be investigated in July of last year. Untested broken mechanic was copy/pasted onto a 13th anniversary ship console as a feature.
