DUTY OFFICER CONTRIBUTIONS TO STARBASE BUG

Unable to contribute duty officers to Starbase projects and no option exists to contribute using the new system. I do have the required duty officers and no other character can contribute either.

    What Quality are the officers? Mine shows I can donate the uncommon one I have. Also, you can no longer contribute Overflow Bag duty officers as you could before.
