Bird Cage TFO: Mission Cannot Progress (1 - Force Fields Up)

On two occasions, I've observed the Bird Cage TFO in a state in which the mission cannot progress: the inner destructible consoles on the lower level of Ward C (GenPop) have been destroyed but the forcefields protecting the inner areas (lower and upper floors) remain in place. Since there's no way to reach the non-destructible clicky consoles to lower the force fields or cut the power, the TFO cannot progress.
I *suspect* this occurs when the inner destructible consoles are both destroyed before either of the outer destructible consoles are destroyed.
