SRO and Superior Watcher Operative bugged

SRO seems to have gained an extra 1% CrtH and 3% CrtD, and Superior Watcher Operative stacks in an odd manner.

I'm having the opposite problem. Whenever I add a Watcher to my bridge to replace a Romulan with SRO, my +crit chance drops by 1 and my +crit severity drops by 5. I've tried adding just 1 watcher, adding multiple watchers and even trying different combinations of assigned stations, rotating the watchers around and it still doesn't add their SWO trait. I've also tried different ships, logging, zoning and a few other things with no luck.
