Cannot use Console - Universal - Phase Shift Generator on Fek'Ihri Byr'Jai Interceptor T6 ship

When I purchased the Fek'Ihri Kar'Fi-class Battle Carrier, I was expecting to be able to use its universal console - the Phase Shift Generator - on my Byr'Jai Interceptor. because it states in its description that it's usable by "Any Fek'Ihri Starship," as seen here:

Unfortunately I am unable to equip it. I am level 65, so level requirement is not an issue. Rather, when I attempt to do so, it says "Class requirements not met." I used a starship token to obtain this ship, which is otherwise purchasable for 2000 zen.
