Ground traits seem to vary, the screenshot above is from a female Sci.
Female eng has superior covert and superior resiliency as ground traits (besides the Watcher Companion Shapeshift one)
Female tac: superior covery, superior luck
Male sci: Superior covert, superior creativity (so same as the female above)
Just a note, the BOffs have to be boxed to be tradeable, and can't be sold from BOff roster, so you can't see the traits before hand. The box for them from the lockbox opens to another box with a random gender and department assigned to that box (still saleable).
I wonder how the traits go, as I think both my male Eng and male Tac has Superior Luck (forget the other traits off hand). So, I don't know if there's pre-assigned roles for each department and gender, or just random.
No, there's Female Tac and Scis too. Male Engs too if that was the question. You can check the exchange for them under Reward Packs for whichever combo or gender and role you desire.

Does the watcher bridge officer appear on the interior bridge of a ship?
I saw one of them appear on my bridge. It was a new toon though, so there weren't that many Boffs in my roster.
With a larger roster it's probably left to chance like with all other boffs: there'll be a chance of them being present, and a chance of them not showing up each time you go to your bridge.
Not sure if they are better than the Romulan boffs from the Embassy.
They certainly are a lot easier to get though. For now, at least. That may change when the next box is launched and fewer people keep opening this one.

For high-end builds that can hit effectively 100% Critical chance, particularly while using Vulnerability Exploiters, it'll go Romulan BOffs fully for their extra Critical damage.
Mid range is more interesting on the other hand, as with 5X Superior Watcher Operatives you'd have 5% more Critical Hit Chance than Superior Romulan Operatives, but 10% less Critical Damage Severity. You could easily swap out a couple of Vulnerability Locators for Vulnerability Exploiters to trade 4% Critical Hit Chance for 20+% Critical Damage Severity (I think, can't find the upgraded Exploiter %, so going off memory,) pending you have enough Critical Hit Chance already to where that'd work out better (I heard someone say around 75% Critical Hit Chance in combat, but it'll probably take some calculation to know for sure).
For low end, they turn into cats when out combat on ground! Aww! Kitties!
Someone on Reddit claims the watcher critical’s stacking as “unintentional” and will likely be fixed in a future patch. You know what they say about rumors. But this is just a heads-up for those considering decking out whole crews with the cats.

Still cheaper than even a single key though.
And I believe the Embassy boffs require a few tens of thousands of dilithium and fleet credits (not sure because I haven't bought one in years - I considered them not worth the effort). Given that those resources are also needed for a lot of other things on new toons that aren't fully equipped yet, I'd consider a few million EC not that much.
And their prices will probably come down further too. LB stuff is always much more expensive the first couple of days.
Fun-fact, depending on the cutscenes, a Watcher Boff can appear in either their humanoid form or kitty form.
Got to see the "confrontation with the Emperor" cutscene with the watcher in their cat form "holding" their gun, which was pretty funny.
